Ilphyl is not telepathic but can cast "Speak with Animals", which allows two-way communication with animals. Of course, it only works on 'beasts', which D&D helpfully defines as "nonhumanoid creatures that are part of the natural world. Some beasts have magical powers, but are generally low in intelligence."
(The 'low in intelligence' is not universal, just common. Some beasts like the giant elk have human or near-human intelligence. There are also druid spells to grant human intelligence to animals, though typically 'can produce human speech' is also added.)
If it doesn't work, Ilphyl will mostly know that this is not an ordinary awakened wolf. If it does, it allows for a two-way conversation. Either way, I'll tell you if Ilphyl casts the spell.
